The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
The Stormwater Strategic Initiative is a partnership between the Department of Ecology, the Washington Stormwater Center, and the Washington State Department of Commerce. The Initiative’s goal is to reduce the impacts from Stormwater on Puget Sound, and the people, fish and wildlife that interact with it.
As our Stormwater Strategic Initiative Implementation Lead, you will play a pivotal role in the Stormwater Strategic Initiative. You’ll serve as the hub between strategic planning efforts and implementation.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. What you’ll do:
You will be our senior level operations and implementation lead as the Water Quality program executes the Stormwater Strategic Initiative (SI) Program. You will provide inter-department and inter-agency coordination and support for the implementation of environmental resource plans, programs, policies and regulations related to Puget Sound Recovery.
- Coordinating updates to the initiative’s strategic planning, including freshwater quality (hydrology, water quality, and habitat), reducing toxics, and addressing nutrient pollution.
- Coordinating with the two other Strategic Initiatives—Habitat, and Shellfish—to ensure that timelines, systems and processes are harmonized across the strategic initiatives.
- Working across agencies to develop systems and processes for updating and operationalizing the team’s strategic plans.
- Working between various project staff to remove barriers to success.
- Building relations with stakeholders, including Tribes and the public, and creating opportunities for them to interact, participate in, or provide input for implementation.

- A Bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, geography, land use or environmental law, or public administration, or closely related field.
- Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
- Experience may include a combination of the following:
- Successfully eliciting input from stakeholders
- Working with cross disciplinary teams, and experience working with—and interpreting the recommendations of—technical advisors and stakeholders
- Working with historically marginalized and disparately impacted communities, taking feedback, and incorporating feedback through by recommending or making appropriate changes to systems, processes, priorities, or other aspects of your work.
- A Master’s degree in land use, urban, regional, environmental, or natural resource planning, geography, land use or environmental law, or public administration, or closely related field.
- Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. Experience may include experience as listed in option 1.
One (1) year of experience as an Environmental Planner 3 at the Department of Ecology.
Special Requirements/Conditions of Employment:
- Must obtain and maintain a valid driver’s license
