Position Summary
The Part-time HR Recruitment Assistant will perform a variety of duties in support of the Recruitment team to deliver all facets of recruiting success throughout Bellevue College. This position is mainly responsible for part-time positions’ hiring process and will work closely with the Recruitment Specialists to advise on best practices and provide support to screening committee(s) and hiring manager(s) in all their recruitment needs.
The position will serve as a skilled, experienced, human resource consultant performing professional, and human resource duties. The role is responsible for resolving complex and difficult human resource issues; prioritizing and managing issues within designated area of responsibility. The position plans and carries out work independently and with minimum supervision, utilizing knowledge of laws, policies, and regulations. The position is expected to maintain and ensure a confidential environment at all times.
This is a temporary 12-month part-time position (15 hours per week.) The Part-time HR Recruitment Assistant will report to the Talent Acquisition Manager.
Pay, Benefits & Work Schedule
Pay rate: $20.33/hour – $27.14/hour
The successful candidate is expected to work 15 hours per week. Projected end date of this position is 12/31/2024.
The temporary hourly employment is limited to the earlier of 1,050 hours or 12 consecutive months beginning from the original date of hire. Per https://app.leg.wa.gov/wac/default.aspx?cite=357-04-045, following 1,050 hours or 12 consecutive months, an individual is not eligible for re-employment at Bellevue College in another temporary part-time hourly position. Temporary hourly employees who work more than three hundred fifty (350) hours in a twelve consecutive month period may be subject to provisions of one the collective bargaining agreements covering Classified employees at Bellevue College.
This position is expected to NOT be eligible for benefits because eligibility is limited only to employees working at least an average of 80 hours in eligible employment for more than 6 consecutive months and at least 8 hours a month. Essential Functions
• Serve as a main point of contact and coordinate recruitment processes for part-time positions.
• Work with hiring managers to prepare and/or revise job postings; post job openings, conduct screening if needed, certify and close recruitments upon completion of selection process. Refer to Recruitment Specialists for guidance on complex and non-routine recruitment standards.
• Review of job descriptions including duties, qualifications, and skills to create appropriate recruitment strategies to ensure a diverse applicant pool. Answer inquiries from hiring managers, employees and applicants on recruitment processes and procedures. Assist in the collection, verification, analysis and reporting of human resource information.
• Review and screen applications if needed. Provide hiring managers and/or screening committee access to applicant pool. Identify and contact qualified candidates for specified job openings if needed.
• Monitor and ensure compliance with the College, State and Federal regulations in all recruitment functions. Utilize EEO/AA regulations in recruitment processes.
• Develop and maintain effective working relationships with hiring managers.
• Initiate reference check, sexual misconduct and background check for applicants; Track, follow up, and communicate with applicants if needed, and notify hiring managers about the results. Ensure College compliance with appropriate rules and regulations including BC policies and procedures, RCW 43.43.830-836 and the Fair Credit Reporting Act (FCRA).
• Participate in career fairs, and recruitment events.
• Develop collaborative partnerships with public agencies and private organizations.
• Develop and maintain marketing materials for outreach.
• Organize and support special projects as assigned. Collaborate with the team to research issues, special cases and recommend solutions.
• Research information, compile statistics, gather, compute and analyze data; summarize and prepare reports.
• Interface and partner with HR staff for effective onboarding process for new employees. Prepare and -send Offer Letters and new hire paperwork for new hires.
• Effectively communicate procedures and updates related to On-boarding with applicants and hiring managers. Send welcome email and collect new hire documentation.
• Build rapport and maintain consistent communication with applicants, hiring managers and other involved BC members to develop positive working relationships.
• Maintain knowledge of current developments and practices in human resources.
• Provide backup to HR staff as needed and perform other duties as assigned.
Minimum Qualifications
• A minimum of one (1) year of professional-level human resource experience.
• A minimum of one (1) year of customer service experience.
• Experience working with applicant tracking systems.
• Demonstrated effective interpersonal, written and oral communication skills.
• Demonstrated experience interpreting and applying laws, rules, policies and procedures.
• Demonstrated ability to interact with large groups and individuals at all work levels.
• Demonstrated proficiency in the use of computers and software applications.
• Demonstrated ability to work effectively in a diverse workplace and educational environment.
• Demonstrated ability and commitment to maintaining a high level of confidentiality.
Preferred Qualifications
• Associate’s degree.
• Experience in hiring/ recruitment process.
• Human Resource experience in a higher education setting.
